{"id":5757,"date":"2019-12-29T16:41:06","date_gmt":"2019-12-29T05:41:06","guid":{"rendered":"https:\/\/www.philippinesentinel.org\/?p=5757"},"modified":"2020-01-05T03:23:24","modified_gmt":"2020-01-04T16:23:24","slug":"del-rosario-says-duterte-can-be-impeached-for-not-defending-territory","status":"publish","type":"post","link":"https:\/\/www.philippinesentinel.org\/?p=5757","title":{"rendered":"Del Rosario says Duterte can be impeached for not defending territory"},"content":{"rendered":"\n<p style=\"font-size:12px\"> <strong><em>As seen on the August 2019 issue of The Philippine Sentinel<\/em><\/strong> <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.philippinesentinel.org\/wp-content\/uploads\/2019\/12\/Article_DelRosario.jpg\" alt=\"\" class=\"wp-image-5729\" width=\"572\" height=\"429\"\/><figcaption> <em>Former Foreign Affairs Secretary Albert del Rosario.<\/em><strong><em> (INQUIRER FILE PHOTO<\/em><\/strong>)<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"has-normal-font-size\"><strong>MANILA,\nPhilippines<\/strong><strong> <\/strong>\u2014 President Rodrigo Duterte can be impeached for breaching the\nConstitution that mandates him to defend the country\u2019s territory, Former\nForeign Affairs Secretary <strong>Albert del Rosario <\/strong>said. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">According to Del Rosario,\nthe Constitution states that the country\u2019s exclusive economic zone (EEZ) is\npart of the territory that Duterte must protect. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">\u201cThe Constitution states\nthat the president and the military must secure the national territory, and the\nnational territory includes the exclusive economic zone,\u201d Del Rosario said in\nan interview with ABS-CBN News Channel. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">\u201cTo violate that is really a\nbasis for impeachment, he can be impeached,\u201d the former DFA chief added. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">The former cabinet official\nwas referring to Article XII Section 2 of the 1987 Constitution, which says\nthat the government \u201cshall protect the nation\u2019s marine wealth in its\narchipelagic waters, territorial sea, and exclusive economic zone, and reserve\nits use and enjoyment exclusively for Filipino citizens.\u201d <\/p>\n\n\n\n<p class=\"has-normal-font-size\">Del Rosario\u2019s statements\ncame after several pronouncements from Duterte, where he said China can fish\nalong the country\u2019s EEZ in the West Philippine Sea. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">\u201cI don\u2019t think China would\ndo that (to stop fishing in Philippine territory). Why? Because we\u2019re friends,\u201d\nDuterte said. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">These issues surfaced after\na Chinese vessel collided with a local fishing boat in Recto Bank \u2014 apparently\nwithin the Philippines\u2019 EEZ \u2014 on June 9. According to reports from the\nDepartment of Defense, the Chinese crew abandoned the 22 Filipino fishermen\nfloating on their own at sea. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">Del Rosario was recently\nfeatured in a controversy after he was barred from entering Hong Kong, even if\nhe was carrying a diplomatic passport. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">Current Foreign Affairs secretary Teodoro Locsin Jr. said that they will revoke all diplomatic passports issued to past government officials to avoid abusing the special passports.
