Antonio Tinio said. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">Tinio said the basis for the\nimpeachment complaint is \u201cvery clear,\u201d citing statement of Supreme Court Senior\nAssociate Justice Antonio Carpio that allowing Chinese fishers in the country\u2019s\nEEZ is a violation of the Constitution. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">\u201c<em>Kung\nmay mamamayan na magpa-file ng impeachment complaint at malinaw ang batayan,\ndefinitely we are ready to endorse <\/em>[the complaint],\u201d Tinio said in an\ninterview with DZMM [Radio]. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">He claimed Duterte\u2019s\npronouncement is impeachable as it clearly violates the Constitution which\nstates that the EEZ is solely for the benefit of Filipinos. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">\u201c<em>Malinaw\nna pag-amin ni Pangulong Duterte \u2018yun na \u2018yung foreign policy na siya ang\ntanging tagapagtakda, \u2018yung foreign policy ng kanyang administration ay\ndirektang lumalabag sa isang malinaw na probisyon ng Konstitusyon, <\/em>so [it\u2019s]\nimpeachable,\u201d he said. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">Asked if he himself will\nfile the impeachment complaint once he ends his term at the opening of the 18th\nCongress, Tinio said: \u201cAt some point, I think it will happen.\u201d <\/p>\n\n\n\n<p class=\"has-normal-font-size\">But Tinio explained that\ntiming is important in filing an impeachment complaint as members of the House\nof Representatives are now waiting as to who will get his blessing as the next\nSpeaker. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">\u201c<em>Kailangang\nhumanap ng tamang panahon, at isang tamang factor diyan, \u2018yung public opinion<\/em>,\u201d he said.\n<\/p>\n\n\n\n<p class=\"has-normal-font-size\">In a separate interview with\nABS-CBN News Channel, Tinio added that a successful impeachment of the\nPresident \u201cat this point, is highly doubtful,\u201d assuming the emergence of a\nsuper majority in the House of Representatives in the 18th Congress. <\/p>\n\n\n\n<p class=\"has-normal-font-size\">\u201cAs we have seen before,\nwhat will happen is it will barely get off the ground before being thrown in\nthe trash can by the justice committee,\u201d he said. <\/p>\n\n\n\n<p class=\"has-small-font-size\">(<strong>First published in Philippine Daily Inquirer<\/strong>.)<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As seen on the August 2019 issue of The Philippine Sentinel MANILA, Philippines \u2014 The Makabayan bloc is ready to endorse an impeachment complaint against President Rodrigo Duterte for allowing Chinese fishers access to the country\u2019s exclusive economic zone (EEZ) in the West Philippine Sea, ACT Teachers party list Rep.
